SEBI, vide its notification dated 31st October 2025 has amended the ICDR Regulations to expand the number of permissible anchor investors based on issue size and mandated that 40% of the anchor investor portion be reserved for domestic mutual funds, life insurance companies, and pension funds to deepen long-term institutional participation in IPOs.
